MAVGA Handicap Policy 2017

Since 1980, the USGA has established a handicap system that promotes fair competition between players having different abilities. Like other golf rules, the golf handicap system is based on the honesty and integrity of players in recording their scores correctly. We asked that all members adhere to our handicap policy as outlined below.


I. The Requirement Rules

Rule #1: Record all your rounds. Members must post all scores through-out the year.

Rule #2: Use ESC scoring rules. Members must use the Equity Stroke Control (ESC) system when recording their rounds to GHIN. See Appendix 1 for ESC system.

Rule #3:Post scores within a timely fashion. Members should post their scores to GHIN in a timely fashion (preferably immediately after their round; at most 36-hours).

Rule #4:Play golf frequently. At least two rounds per month are recommended

Rule #5:Kindly remind your fellow members to enter every score. Please contact your team captain if someone has not posted their round or posted it incorrectly.


II. Tournament Scoring and Minimum Net Score (MNS) Policies

  • 1.Minimum Net Score or Cap-Out Rules
    Rule 1: Participants with no Handicap in GHIN or with fewer than 10 scores recorded in the GHIN system will have a minimum net score of Par +1 (or 1 over Par)
    Rule 2: Participants who fail to post scores in a reasonable time will receive a first warning. A second violation will result in a minimum net score of Par +1 (or 1 over Par) in the next tournament

  • 2.Regular Tournament Handicap Index: The regular Tournament Handicap Index is the trending GHIN Handicap Index at 9:00 PM of the Wednesday immediately before the tournament date.

  • Rule 3:Adjusted Tournament Handicap Index (AdjTHI)

    When two out of five of the latest MAVGA tournament net scores of a member are 4 under the course par or less than -4, the tournament Handicap Index of the member for each the next 5 MAVGA tournaments will be adjusted. The tournament scores of the latest 5 MAVGA tournaments of the member will be used to calculate the Adjusted Tournament Handicap Index (AdjTHI) of the member. At the time of the tournament, the member’s AdjTHI will be 96% of the average of the last five tournament Handicap Differentials (HD) or
    0.96 (HD1 + HD2 + HD3 + HD4 + HD5)/5
    wherein HDn is the Handicap Differential that can be found in GHIN system or calculated according USGA Rules presented below
    HDn = (Gross Score – CR) x 113/SR
    wherein Gross Score is the ESC gross score of the member at the tournament (n), CR is the Course Rating of the golf course of the tournament (n), and SR is the Slope Rating of the golf course of the tournament (n).
    The AdjTHI will be used as the member’s HI at the next tournament with a proviso that it is smaller than the regular Tournament HI of the member at the time of the next tournament.

  • Rule 4: Other Tournament Scoring Rules

    A. In the case of a tie Net score or tie Gross score, the lower total strokes of the 3 hardest holes of the golf course is the tie breaker. If necessary, the lower total of next 3 holes will be the tie breaker.
    B. Participant’s Tournament Handicap Index is capped at a maximum of 28.

  • Rule 5 :Procedure for Submitting Authenticated Tournament Scorecards

    Recording scores honestly and correctly is the responsibility of each player. To assist the score keepers, we require each group follow these following rules:

    • Submit one scorecard from each group to the score keepers.
    • Scorecards must have the total round score for each player. Incomplete and incorrect scorecards (e.g. not added or incorrectly added) will be rejected.
    • Each player must verify his/her scores and each scorecard must have at least one signature from a player whose name is in the scorecard.


    III. Off-Season Score Posting Policy

    Members must post all scores through-out the year. If a local area course that observes off-season policy, which is established by the authorized golf association, the GHIN System will automatically announce message "scores cannot be posted on a course observing the off-season".


    IV. New Member Policy

    New members will meet with Team Director and Handicap Director to go through the GHIN Handicap Policy and the Club Handicap Policies set forth above.

    1. Equity Stroke Control (ESC) scoring system must be applied when recording scores to GHIN.
